The VOA value pubs by gathering data such as the mandatory forms of return, namely VO6010_VO6011 and then by following the “approved guidance”
to create a valuation based on the Fair Maintainable Trade (FMT) of a Reasonably Efficient Operator (REO) i.e., not the actual trade being carried out.
The variable data they apply and use is mostly hidden away or denied to the business owner, and you will need to try and flush it out.
Note that the VOA are very guarded about the data they use against you, despite it being non-confidential, because it helps you when appealing.
